I'm guessing the Cinepak Codec is unnecessary but I can't figure out how to uninstall it (it isn't under Programs and Features). In troubleshooting this I realized that if I go to my recorded TV folder I can right-click on content and open it with Windows Media Player and it works fine but Hoping but not holding my breath for a future Windows update to fix what has been broken.
