I think it seems to be something regarding with non-UEFI boot. I don't know if bios can fix them but its worth a try. Even a BCLK of ~103MHz will cause it to become unstable.Once Windows is installed, then you can try the XMP profile of your memory. its not booting from USB and is instead trying to load windows.
